What is the pressure-equipment directive´s scope of application ?

     
  • The new directive applies to pressure equipment with a maximum permissible pressure exceeding 0,5 bar.
  •  
  • Pressure equipment that falls under the directive´s scope of application comprises pressure vessels, pipes an accessory parts, as well as heated pressure devices used for the generation of steam and hot water.
  •  
  • The directive is exclusively concerned with quality requirements pertaining to the pressure equipment - operational requirements continue to be governed by national regulations.

What is the pressure-equipment directive´s scope of application ?

  • A so-called risk analysis must be carried out prior to the start of manufacturing.
  • The basic safety requirements as dictated by the risk potential must be fulfilled.
  • Evidence thereof is furnished by means of the so-called conformity evaluation procedure.
  • In this context, one differentiates between product-related assessments involving a "Notified Body" a tests performed on the pressure equipment by the manufactures themselves in keeping with a quality assurance system monitored by a "Notified Body".
  • The new directive does not define any detailed technical codes relating to the manufacturing of pressure equipment.
  • For this purpose there are so-called "Harmonized Standards"
  • Harmonized standards relation to the satisfaction of basic safety requirements, however, are not binding.
  • Pressure devices which are subjected to the conformity evaluation procedure must be identified by a CE mark.
  • Operating instructions on the safe handling of pressure equipment must be compiled.

  • A "notified body" carries out the tests and inspections as defined in the conformity evaluation procedure.
  • Notified bodies include, for example, the German technical testing and inspection organizations (TÜV).
  • Notified bodies are appointed (notification) by the EU in Brussels.

  • The safety levels stipulated that applied so far in Germany are no longer automatically guaranteed.
  • It is the responsibility of the operators to be fully informed about the quality of their equipment.
  • Frequency an scope of test and inspections performed when the pressure device is in operation depend on its proven quality.
  • This should be taken into consideration by specifying the requirements when the equipment is ordered.
